Brief History

Historical Significance Of Place

RTC, CRPF, Latur is located at Barshi Road, Mahadev Nagar, Latur, Maharashtra (413 531).  The land measuring 200 acres was provided by Maharashtra Government in Maharashtra Industrial Development Corporation campus, Latur.  It was originally meant for DMTC (Disaster Management Training Centre), of “National Disaster Response Force”.  But subsequently it was handed over to CRPF in 2007.  196 Bn was raised in this location in June’ 2007 and Unit HQr was located here till Feb 2010.  Thereafter, 216 Bn was raised here in July’ 2010.  Later on Subsidiary Training Centre (STC) started functioning at this location in June, 2011, which was renamed as Additional Training Centre (ATC) in July’2012.  The Recruit Training Centre, Latur was established on 1st September ‘2014 vide IG (Trg), Dte General, CRPF Signal No.T.V.12/2014-Trg-XI (New Raising) dated 21/8/2014.  The institution was initially under the administrative control of IG, Western Sector and later placed under the administrative control of Training Directorate w.e.f. 26/02/2016.

Climatic Conditions

Latur is situated 636 metres above mean sea level, on the Balaghat plateau, near the     Maharashtra – Karnataka state boundary. It receives its drinking water from the nearby Manjira    River, which suffered from environmental degradation and silting in the late 20th and early 21st     centuries. As a result of this and lack of implementation of a water management strategy, during the drought of the 2010s the city ran out of water. The temperature ranges between 13°C to       41°C. Average rainfall during the Monsoon season, which spans from June to September, is 725 mm. The  months of March to June are usually hot and dry with average temperature of about 40°C.

Temperature

Annual temperatures in Latur range from 13 to 41 °C (55 to 106 °F), with the most comfortable time to visit in the winter, which is October to February. The highest temperature ever recorded was 45.6 °C (114.1 °F). The lowest recorded temperature was 2.2 °C (36.0 °F). In the cold season the district is sometimes affected by cold waves in association with the eastward passage of western disturbances across north India, when the minimum temperature may drop down to about 2 to 4 °C (36 to 39 °F).

Rainfall

Most of the rainfall occurs in the monsoon season from June to September. Rainfall varies from 9.0 to     693 mm/month. Average annual rainfall is 725 mm.

General Terrain

The general terrain is plain with some small hillocks scattered throughout the district.

Flora And Fauna

Latur has the largest trading centre for soyean in India. The green city In inside what is called ‘Sugar Belt’ of Maharashtra. The district has more than eleven sugar factories, which makes it among the highest sugar-producing districts of India. it also has oil seeds, commodities and fruits market. Latur is also known for high quality grapes and houses many state and storage facilities. A grape wine park spread over 1.42 Square kilometer’s (350 acres) has been established near ausa city. Brand new Latur food park, spread across 1.2 kilometer’s (300 acres) is under  construction at additional MIDC Latur. Latur is major transport junction to south india.

Aim

RTC Latur is mandated to impart basic training to newly appointed Constable/Recruits of CRPF and other State Police Departments.

Objective

The objective of RTC Latur is to impart quality training to recruit constables to develop high standard of soldierly skills by attaining high standard of physical fitness, endurance, firing skills, jungle craft, tactics and professional knowledge with high degree of mental toughness so as to mould them into all weather, all terrain and all theatres fighting soldiers.

Documents

Before dispatching RTs for basic training the concerned BNs / GCs/ Departments must ensure     completion of all-initial documentation as mentioned below :–

1.    Preparation of service book
2.     recruitment roll
3.     Initiation of verification of character / education certificate etc.

4.    Bank account with ATM Card and Cheque book. 

5.    Completion of nomination forms

6.    PIS data and DCPS with form S-1 etc. 

7.    This training center will not be responsible for completing above documents.

Pay and Allowances

Pay and allowances of trainees will be looked after by the respective GCs/Units/Department and should be deposited directly in their bank accounts as per the directions issued vide DIG (IT) Dte. signal no. C.VII-01/2010-11-PAY-1 Dated 04/01/2011.

RECEPTION AND TRANSPORT

1.    On receipt of order from training directorate, respective Group Centre or Department will ensure timely dispatch of all RTs under proper supervision of a SO/UO.

2.    Date & time of arrival of parties must be intimated to RTC Latur well in advance.

3.    On receipt of prior information Govt. transport will be provided to recruits on arrival at Railway Station/Bus Stand Latur.

4.    One representative of RTC Latur will be detailed at nearest Railway Station for assistance/guidance of arriving parties.

SPORTS, RECREATION AND OTHER FACILITIES

Following sports and recreational facilities are available in RTC Latur:

        2. Recruits can use mobiles after training hours.

        3. Recruits may also be contacted on the land-line control room number of RTC Latur.

Leave

1.    No leave is permitted during the Basic Training except on extreme compassionate grounds.

2.    2-week mid-term break will be granted after successful completion of 22 weeks of basic training.

  • A well-equipped and staffed 10 beded hospital is available in the campus.
  • Out sourcing of medical facilities is done as per requirement.

Accomodation

Trainees are accommodated in well furnished built up barracks

Messing

  • Separate wing-wise messing is available.
  • Nutritious & hygienic food according to the dietary requirements of trainees is followed.

Discharge

Discharge formalities will be completed by the respective Group Centre/Department. No recruit will be sent on discharge from this RTC.

Dispersal

1.    On completion of basic training, the recruits will be dispatched to their respective  GC/Unit/Department.

2.    Advance information will be given to the GC/Unit/Department regarding collection of RTs.

3.    A collection party/escort along with railway warrant for return journey of RTs should report at this location on the specified date and time.

4.    All recruits must clear their dues before leaving this institution.

5.    The clearance certificate duly signed by all branches and authorities should be obtained before leaving the training centre.

Discipline

1.    Recruits are not permitted to keep their families while under training.

2.    All recruits must maintain high standard of discipline.

3.    All are expected to strictly adhere to the rules, regulations and orders issued by the Principal, from time to time.

4.    Consumption of liquor/intoxicants is prohibited 

5.     Lending and borrowing of money etc is strictly prohibited.

6.    The Principal will exercise all disciplinary powers in respect of the recruits during training period.

7.    Recruits are not permitted to leave the campus without permission of the competent authority.

8.    Parents and relatives are permitted to visit their wards only on Sunday & holiday with in camp only after prior intimation and permission.

9.    Out pass will be given only on Sundays and closed holidays after successful completion of foot drill test in the 12th week of training.
